Malaysia PDK 2025

A simple “what to check” guide for importers & exporters (don’t panic — just verify)

If you do import/export work in Malaysia, you may notice “PDK 2025” showing inside your tariff tools, costing sheet, or when you’re checking HS code. Usually, this doesn’t automatically mean your duty rate changed — but it is a good reason to re-check your own products and make sure your declarations are still correct.

In the same year, Malaysia also had a new trade development with the UAE: Malaysia–UAE CEPA officially came into force for Malaysia on 1 October 2025. If you export to UAE, this is something worth paying attention to (more below).


Why you suddenly see “PDK 2025” in tariff tools

In Malaysia Customs HS Explorer (EZHS), you can see Tariff Type: PDK 2025 – Perintah Duti Kastam 2025, and you can also see other tariff schedules including MY-UAE-CEPA listed as another tariff type/schedule. So depending on your shipment and your selection, it’s normal to see “PDK 2025” show up.


Simple checklist (Malaysia style) — what you should do now

1) Check your selling products and import products one-by-one

Don’t check one HS code only and assume all ok. For each product, confirm:

  • What it is (proper description)
  • Material (rubber/plastic/metal/mixed)
  • Usage (packaging? spare part? machine? food?)
  • Model/brand (if it affects classification)

Then verify the HS code and tariff type in the tool again.

2) Keep your HS code format clean (HS2022 10-digit)

For the MY-UAE CEPA schedule implementation, the system notices mentioned using HS2022 (10-digit tariff codes) for declarations involving K1 and K9. Even if you don’t trade with UAE, it’s still a good habit to keep your HS list consistent and up to date, because systems are getting more strict.

3) If you claim preferential tariff, be extra careful

The system notice also highlighted extra checking for import declarations using transaction type “S” (Import with Preferential Tariff) — meaning if you select preferential, your HS code + schedule selection must match properly to avoid rejection/delay.

4) Update your internal HS master list (don’t leave it “half-old”)

Small but important:

  • Update Excel/ERP HS codes (don’t keep “old HS” hidden in another file)
  • Ensure your forwarder/agent uses the same HS code as your internal list
  • For “borderline” products, keep a short internal note (why you picked that HS)

Good news if you are selling cargo to UAE

If you export to UAE, this is a positive development: MY-UAE CEPA is already in force for Malaysia from 1 Oct 2025.

What it means (simple way):

  • Your products may qualify for preferential treatment (better tariff) if they meet the CEPA rules (like origin rules) and you prepare the right supporting documents.
  • One key document mentioned by MITI is the Preferential Certificate of Origin (PCO) for UAE shipments.

PCO (Form MY-UAE) — where to apply?

MITI’s notice states exporters can apply via the ePCO system and it references Form MY-UAE (including printing requirements and keeping records).

So if UAE is your market (or you plan to expand there), it’s a good time to:

  • Check whether your product is eligible under CEPA
  • Talk to your forwarder/customer about CEPA requirements
  • Prepare PCO application flow early (so shipment won’t last minute stuck)

So overall, don’t treat “PDK 2025” as “confirm duty sure change.” Treat it as a reminder to check your own selling and import products properly:

  • If you import: re-check HS code + tariff type selection and confirm if your specific items got any change in classification/rate.
  • If you export (especially to UAE): this can be good news — MY-UAE CEPA is live (1 Oct 2025), and you can look into PCO (Form MY-UAE) via MITI ePCO if your shipment can qualify.
